Special Event with Prof. Detlef F. Sprinz Ph.D.
14 July 2015, 09.15 am, Im Neuenheimer Feld 227 (Kirchhoff Institute for Physics), Room 3.402
Topic: "Hard Law Beats Soft Law"
Presentation and discussion with Prof. Detlef F. Sprinz Ph.D., Potsdam Institute for Climate Impact Research (PIK) and Potsdam University
Does the form of multilateral environmental agreements matter? In particular, do non-binding international agreements pose a rival to the effect of traditional binding international agreements? We test rival propositions on the effects of form and sequencing of international environmental agreements of hard law vs. soft law on water quality. Empirically, we focus on all European transboundary rivers dyads with clear upstream-downstream configurations during 1954 - 2008. Regardless of specification, our results indicate that hard law beats soft law in predicted (and sometimes unexpected) ways.
